The barrier must rise at least 60 inches above grade on the outside, with no more than a 2-inch gap at the bottom (4 inches over solid decks), openings that reject a 1-3/4-inch sphere, and chain link mesh no larger than 2-1/4 inches. Pedestrian gates must open outward, self-close, and self-latch, with release mechanisms below 54 inches placed on the pool side. Rialto Municipal Code Chapter 15.36 (Ord. 1250, 1996) similarly requires a five-foot enclosure and bars filling pools until fences pass inspection. State drowning-prevention features under Health and Safety Code Sections 115922-115923 also apply.
Pools cannot be plastered or filled until barriers pass inspection. Maintaining a non-compliant pool enclosure violates Chapter 15.36 and is punishable under Section 1.16.010, with each day a separate offense.
