RMC Sec. 020 requires anyone engaged in peddling or soliciting, meaning traveling house to house or through Rialto's public rights-of-way to sell goods or take orders for future delivery, to obtain a permit before starting, with applications submitted to and approved by the director of administrative and community services. RMC Sec. 030 spells out what the application needs: the applicant's name, date of birth, and government-issued photo ID; a permanent address and phone number; the name and contact information of any principal the applicant represents; a description of the goods or services involved; disclosure of any felony or misdemeanor conviction within the last five years involving fraud, theft, violence, drugs, sex crimes, or trespassing; disclosure of whether the represented business was found to have engaged in fraudulent practices in the last five years; and proof of any other required license.
