Door-to-door commercial solicitors in Ontario must obtain a Peddler, Solicitor, and Itinerant Merchant permit from the City, submit to a background check, and display the permit badge while working.
Anyone who goes door-to-door in Ontario to sell goods, services, subscriptions, or to take orders for future delivery must obtain a Solicitor Permit under Ontario Municipal Code Chapter 5. The application requires a business license, photograph, Live Scan background check (Penal Code 11105), the vehicle information, and a list of employees who will work under the permit. The Ontario Police Department reviews each application for disqualifying criminal history, and may deny permits for applicants convicted of fraud, theft, or sex crimes within 10 years. Approved solicitors receive a City-issued ID badge that must be visibly worn while soliciting, and they may operate only between 9:00 a.m. and 7:00 p.m. or sunset, whichever is earlier. Solicitors must immediately leave a property when requested or when a No Solicitors sign is posted at the door, which is enforceable under California Penal Code 602.5. Charitable, religious, and political canvassers are generally exempt under First Amendment protections but may still register with the City voluntarily for resident safety.
