Fontana Municipal Code Sec. 15-771 makes it unlawful for any solicitor or canvasser to engage in that business in the city without first obtaining a license under Article XV, Division 2. A "solicitor" or "canvasser" is defined at Sec. 15-741 as anyone traveling house to house or place to place taking orders for future delivery of goods; the definition excludes anyone taking orders exclusively from a public sidewalk under the separate sidewalk-vending article. Applicants file a sworn application with the license collector disclosing their name, home and local address, the goods to be sold, any employer, and any prior criminal or ordinance convictions (Sec.
