Rialto, CA Animal Ordinances: Pet Limits (2026)

Rialto Municipal Code Section 6.04.240 (Ord. 1329 of 2002) provides that no person may keep or possess more than a total of four combined weaned dogs and/or cats, and the total number of dogs may not exceed three. The single-family zoning chapter, Section 18.10.020(H)(1), repeats the same limit for noncommercial keeping and defines a weaned animal as one four months of age or older, so puppies and kittens under four months do not count toward the cap. The city's official FAQ confirms the rule with an example: a household with two cats could keep only two dogs. Keeping more animals requires a kennel license under Section 6.04.210, which is available only where Title 18 zoning permits kennel use; a kennel license becomes invalid if kennels become a prohibited use in that zone (Section 6.04.240).
