Enclosures under §115923 must be at least 60 inches tall with gaps no more than 4 inches and no footholds. Hesperia building inspectors verify compliance before final approval. Fence height limits under Development Code §16.20.072 still apply (typically 6 feet in side/rear yards).
Failure to install required pool safety features blocks final inspection and certificate of occupancy. Non-compliance can trigger code enforcement and civil liability for drowning incidents.
