Per City of Hesperia Information Bulletin IB-25-002 (issued Sept 8, 2025), the San Bernardino County Fire Protection District β the fire authority for Hesperia β has adopted updated CAL FIRE/Office of the State Fire Marshal Fire Hazard Severity Zone (FHSZ) maps for the Local Responsibility Area, expanding VHFHSZ coverage in the city. The maps took effect no later than July 22, 2025. Properties in VHFHSZ are subject to: (1) California Building Code Chapter 7A (Materials and Construction Methods for Exterior Wildfire Exposure) β ignition-resistant exterior walls, dual-pane tempered glazing, ember-resistant vents with 1/16β1/8 inch metal mesh, Class A roofs, and protected eaves; (2) PRC Β§4291 100-foot defensible space (Zones 0/1/2); (3) AB 38 (2019) disclosure to buyers at point-of-sale and home-hardening compliance for transactions; and (4) AB 3074 (2020) Zone 0 ember-resistant 5-foot perimeter (regulations finalized by Board of Forestry). Hesperia's High Desert/Mojave location with chaparral, joshua tree woodland, and seasonal Santa Ana wind exposure drove the expanded VHFHSZ designations.
Building permits in VHFHSZ require Chapter 7A compliance β non-compliant construction will not pass inspection. Failure to maintain defensible space triggers SB County Fire Hazard Abatement enforcement (contractor cleanup + tax lien). AB 38 disclosure failures can void real estate transactions or trigger Department of Real Estate action.
