Chino's pool-barrier rules adopt California state standards in full. The City of Chino Swimming Pool Barrier Standard (Building Division handout) and HSC § 115922 require that when a building permit is issued for construction of a new pool/spa or remodel of an existing one at a private single-family home, the installation shall be equipped with at least TWO of seven drowning-prevention safety features: (1) HSC § 115923-compliant enclosure isolating the pool from the home; (2) removable mesh fence meeting ASTM F2286 with self-closing/self-latching gate; (3) safety pool cover meeting ASTM F1346; (4) exit alarms on home doors/windows facing pool; (5) self-closing/self-latching device on home doors with release mechanism no lower than 54 in above threshold; (6) ASTM F2208 pool alarm; (7) approved equivalent system. Under HSC § 115923, the enclosure must be at least 60 in (5 ft) high measured from the side facing away from the pool, with maximum 2-in vertical clearance from ground to bottom of enclosure, no openings allowing a 4-in sphere to pass, no climbing footholds/handholds, and gates that are self-closing/self-latching with latches at least 60 in above ground and opening away from the pool. A man-door from the garage to the pool area must be self-closing/self-latching with the latching mechanism a minimum 54 in above the door threshold per Chino's Building Division standard.
Building permit will not be finaled until barrier compliance is verified by Building Division inspection. Existing non-compliant pools at point-of-sale must be disclosed under HSC § 115925 (Pool Safety Disclosure). Drowning incidents at non-compliant pools expose owners to civil liability and potential criminal child-endangerment charges.
