California Civil Code section 4735 prohibits HOAs and similar associations from banning artificial turf, and AB 1572 (signed 2023, Water Code section 10608.14) phases out non-functional turf at commercial, institutional, and industrial sites. For commercial and institutional sites, AB 1572 (Water Code section 10608.14) makes irrigation of 'non-functional turf' with potable water unlawful in stages beginning in 2027, accelerating replacement with synthetic turf or low-water landscape. In Chino's residential zones (Title 20), artificial turf is generally permitted as a turf substitute provided it meets minimum face-weight/quality standards, permeable installation requirements, and is maintained without fading or matting; pure plastic-on-concrete installations may not satisfy MWELO and front-yard landscape standards. Detached single-family lots in equestrian zones rarely use synthetic turf because of stable/pasture dust and large-animal use.
HOA fines for synthetic turf are unenforceable. Non-compliant front-yard installations (impermeable backing, exposed seams, dead-zone color) may be cited under Title 20 landscape standards.
