California has adopted some of the most turf-friendly laws in the country. Civil Code 4735 prevents any HOA or city from banning the installation of artificial turf on residential lots as a water-efficient landscape alternative, though HOAs may impose reasonable standards on materials, color, pile height, and installation method. Fontana does not have a citywide ban on synthetic turf in residential front or back yards; property owners may install artificial grass without a city permit in most cases, provided the installation does not change grades, block drainage to the public right-of-way, or disturb protected trees.

Quality products should meet standards comparable to ASTM F1551 or F1936 for sports turf, with permeable backing, UV-stabilized fibers, and proper sub-base drainage. Infill of silica sand, acrylic-coated sand, or cork is recommended over older crumb rubber. Artificial turf in parkway strips between sidewalk and curb may require Public Works approval. Under Assembly Bill 1572, beginning in 2027 public agencies, commercial, industrial, institutional, and HOA common-area properties are prohibited from using potable water to irrigate non-functional turf - driving large-scale conversions to synthetic or low-water alternatives.
