Victorville applies California Health and Safety Code Section 115920 through 115929, commonly known as the Swimming Pool Safety Act, through building and pool permits. Any residential pool or spa over 18 inches deep built, remodeled, or replaced requires an enclosure with a minimum vertical height of 60 inches measured from the outside grade, openings no more than 4 inches wide, gates that are self-closing and self-latching with a latch at least 60 inches high opening outward from the pool, and no horizontal footholds on the pool side of the barrier. State law requires at least two additional drowning prevention safety features from a list that includes approved pool covers, door alarms on doors leading directly to the pool, removable mesh fencing with a self-closing gate, pool alarms, and self-closing doors with self-latching hardware. Victorville Building and Safety inspects barriers as part of the pool permit final. Enforcement is strict because High Desert summer heat drives heavy residential pool use and increases drowning risk, especially among young children.
