No person who owns or has possession, custody or control of any recreational vehicle shall park or leave standing such vehicle upon any public street, public right-of-way, highway or alley except as set forth below:(1)Recreational vehicles parked on a public street, public right-of-way, highway or alleys and parked in front of or immediately adjacent to the owner's residence are allowed for a period of time not to exceed forty-eight consecutive hours for the purposes of loading, unloading, cleaning, battery-charging or other activity preparatory or incidental to travel...(j)Fines. Notwithstanding section 105.110(a), the penalty amount for each violation of this section shall be one hundred dollars.

" An owner may park such a vehicle on the public street in front of or adjacent to the residence for up to 48 consecutive hours without a permit, for loading, unloading, cleaning, battery-charging or similar pre-travel prep. A property owner or tenant may then apply for one additional recreational vehicle parking permit extending the stay to 96 total hours, and no owner/tenant may receive more than 24 such permits for one designated vehicle per calendar year. A separate visitor recreational vehicle parking permit is available for up to two weeks, capped at six times per calendar year with no consecutive visitor permits.
After any allowed period expires, the vehicle must leave and stay off public streets for at least 48 hours before returning. Permits must be requested in advance at city hall, by phone, or online, and displayed prominently in the RV's curbside front window; the city council may set a fee by resolution. Vehicles cannot sit within 15 feet of an intersection or block a street, right-of-way or alley. 1" before any citations issue; violators get only a warning notice for 30 days after those signs go up, and citations begin the 31st day.
