Rialto Municipal Code Section 18.56.030(C) bans barbed or razor wire in any residential zone and prohibits sharp wire or points projecting from the top of any fence or wall under six feet. For projects subject to design review, Section 18.61.170 (Ord. 1382, 2006) disallows barbed wire, razor wire, chain link, and wood fencing, and Section 18.61.180 requires residential walls and fences of decorative block, stucco, masonry block, slump stone, or similarly durable material, with block walls along street frontages and wrought iron gates. The city's Development Services block wall standard requires minimum 8-inch slumpblock or 6-inch precision block with finishes compatible with surrounding properties.
Community Compliance can require removal of prohibited materials. Violations are punishable under Section 1.16.010 as infractions ($100 to $500 fines) or misdemeanors (up to $1,000 and six months); each day counts separately.
