The City of Ventura has no cryptocurrency-mining ordinance. A commercial mining operation is treated like any data center - sited in the M-1 or M-2 industrial zones and bound by the Sec. 10.650.130 noise limits, with a use permit only if classed as a utility substation or M-1 General Industrial.
Ventura's Municipal Code contains no crypto-mining, bitcoin, or blockchain use type and no energy cap on mining. A warehouse of mining rigs draws power and produces heat and noise like a data center, so the Director classifies it into the closest listed industrial use under Chapter 24.115.130 and locates it in the M-1 or M-2 zone. As Light Industrial it is permitted by right; as a Utility or Equipment Substation, or as General Industrial in M-1, it needs a use permit and CEQA review. Continuous cooling noise must stay within Sec. 10.650.130: 70 dBA on industrial land and 45 dBA overnight where it reaches homes. Home-based mining is ordinary residential use, subject to the same property-line noise limits.
There are no crypto-specific penalties. A commercial mining operation outside an industrial zone, or without a required use permit, is a zoning violation, and noise over the Sec. 10.650.130 limits is enforced by the City.
