At a boundary between two zones the lower limit applies. A fixed noise source includes generators, compressors, air-conditioners and refrigeration equipment - exactly a data center's cooling and backup power. Where an industrial site abuts homes, the 45 dBA overnight residential limit binds. Short-duration exceedances above the base level are allowed on a sliding scale.
Noise over the Sec. 10.650.130 limits is a code violation enforced by the City through citations, and for a use-permitted data center it breaches the noise conditions imposed on the permit.
