Summary
The City of Moorpark's own noise ordinance, Municipal Code § 17.53.080, caps exterior sound at the receiving property line: 65 dB(A) any time in the M-1 industrial park zone, 70 dB(A) in M-2 limited industrial, and 55 dB(A) overnight at homes.
No person shall operate or cause to be operated, any source of sound at any location within the city or allow the creation of any noise on property owned, leased, occupied or otherwise controlled by such person, which causes the noise level when measured on any other property, either incorporated or unincorporated, to exceed:
1. The noise standard for that land use as specified in Table 4 for a cumulative period of more than 30 minutes in any hour; or 2. The noise standard for that land use as specified in Table 4 plus five dB for a cumulative period of more than 15 minutes in any hour; or 3. The noise standard for that land use as specified in Table 4 plus 10 dB for a cumulative period of more than five minutes in any hour; or 4. The noise standard for that land use as specified in Table 4 plus 15 dB for a cumulative period of more than one minute in any hour; or 5. Full Breakdown
Moorpark's noise chapter, Municipal Code § 17.53.080 (Ordinance 515, 2023), sets exterior limits in Table 4 by receiving land use, measured at any other property. Single-family and multifamily residential, rural, and agricultural zones: 60 dB(A) daytime (7:00 a.m.-10:00 p.m.) and 55 dB(A) overnight (10:00 p.m.-7:00 a.m.). General commercial and planned development: 65 day, 60 night. Industrial Park (M-1): 65 dB(A) any time. Limited Industrial (M-2): 70 dB(A) any time. Pure-tone, repetitive, or speech-carrying noise drops the limit 5 dB. A data center's cooling towers, chillers, and generators are modeled against the nearest receiver's limit - the residential 55 dB(A) overnight floor binds where industry abuts homes.
Violations & Fines
Noise over the § 17.53.080 limits is a violation enforced by Moorpark's Community Development Director through warnings, citations, and abatement, and can breach noise conditions on a data center's Planned Development permit.
