Moorpark comprehensively updated its Municipal Code Title 17 zoning in 2023 (Ordinances 514 and 515), replacing reliance on the Ventura County ordinance. Table 17.20.060 names no 'data center' use. A server facility is classified into the closest listed industrial use - 'manufacturing, assembly, and product fabrication' including computers and electronics, 'warehousing,' or 'research and scientific laboratories' - each permitted by Zoning Clearance in the M-1 Industrial Park and M-2 Limited Industrial zones. New industrial construction of 50,000 square feet or greater requires a discretionary Industrial Planned Development permit with CEQA review and a public hearing; smaller buildings need an administrative permit. Unlike some California cities, Moorpark has adopted no data-center moratorium.
Building or operating a data center outside the M-1 or M-2 zones, or without the required Industrial Planned Development permit, violates Title 17 and is enforced by Moorpark Code Compliance through stop-work orders and abatement.
