Permit Sonoma administers the county Zoning Code (Chapter 26) as a permissive code: only uses listed in the land use table are allowed, and data centers appear in no district. The Planning Director found no equivalent listed use, so establishing an AI data center in unincorporated Sonoma County would require amending the Zoning Code's land use table โ a legislative action needing Planning Commission review, Board of Supervisors approval, and CEQA review. Converting existing Storage, Warehouse, Distribution, or Business Support uses into data-center support is expressly prohibited. These rules govern only unincorporated land; Santa Rosa, Petaluma, and the county's other cities set their own zoning.
Building or operating a data center without a Zoning Code amendment, or converting warehouse or storage space to data-center use, violates the county code. Permit Sonoma can deny applications, withhold building permits, and pursue code enforcement.
