040 bars stopping, standing or leaving a vehicle in ten enumerated places unless it is necessary to avoid a traffic conflict or a police officer directs otherwise. Covered spots include any divisional island without authorized markings, areas the city traffic engineer determines are a traffic hazard once marked with signs or red curb paint, along railway tracks in a way that hinders rail traffic, streets designated by council resolution as no-parking, within twenty feet of a mid-block safety zone, within twenty feet of a crosswalk in the central traffic or a business district (except a bus stop), and within twenty feet of a traffic signal or stop sign approach.
