Chapter 10.50 was adopted to counter nonresident long-term parking congestion in specific neighborhoods, and Section 10.50.010 ties the program directly to California Vehicle Code Section 22507. To start one, Section 10.50.050 requires an application filed at city hall covering at least ten residences, including a map of the proposed area and a signed statement from at least sixty-five percent of adult residents, with only one adult counted per residence. The city council then holds a public hearing, with notice posted at least ten days beforehand on every block proposed for inclusion, before it may adopt the district and its parking rules by resolution; the resolution takes effect only once signs are posted under Section 10.50.070.

Section 10.50.060 governs the permits themselves: they run one year, must be displayed hanging from the rearview mirror or on the dashboard, and are capped at three per residence with no more than one per vehicle. Residents without a vehicle can still get a permit to hand to a caretaker or service provider, and temporary fourteen-day permits are available for events like family gatherings. Permitted vehicles are exempt from the area's posted restrictions but Section 10.50.040 is explicit that a permit does not reserve or guarantee an actual parking space, and government, emergency, and Vehicle Code Section 22511.5 disabled-placard vehicles are exempt from the chapter entirely.
