140, Residential permit parking areas, authorizes the city council to establish residential permit parking areas by resolution to provide adequate on-street parking in certain areas or where time zones are already in effect. Once such an area is designated by posted signs, no person may stop, stand, or park a motor vehicle on that street except in compliance with the permit requirements and regulations the city establishes for it. 010, and who has no off-street parking available, may apply to the finance department for an annual parking permit upon providing adequate proof of residence, with the fee set by council resolution.
