Under California Vehicle Code §22651(k) and PMC Ch. 11.44/11.64, a vehicle that remains parked on a public street for more than 72 consecutive hours can be tagged, cited, and towed as an abandoned vehicle.
Petaluma Police mark tires after a complaint or routine sweep; if the vehicle has not moved at the 72-hour recheck, an abatement notice is posted. After the notice period, the vehicle is towed and stored at owner expense. Chapter 11.64 also provides for administrative abatement of vehicles found abandoned, wrecked, or inoperative on private property.
Tow plus storage fees and a citation; cumulative owner liability typically runs several hundred dollars.
