A.Barbed wire, razor ribbon and other similar wire attachments shall be prohibited on top of any fence. Electrified fencing shall also be prohibited. Exceptions may be granted by the planning commission based on the security needs of a given property within a commercial or industrial district, provided the applicant can provide documentation supporting the need for such fencing.

Full Breakdown
030(A) prohibits barbed wire, razor ribbon and other similar wire attachments on top of any fence, and separately prohibits electrified fencing outright. The ban is not limited to residential property; it applies citywide across residential, commercial and industrial fences alike. The only carve-out is a discretionary exception the planning commission may grant based on the documented security needs of a specific commercial or industrial property, and the applicant carries the burden of providing documentation supporting the need for that fencing before any exception is approved.
030 pairs this materials ban with related design rules in the same section: walls separating residential property from commercial, industrial or multi-family property must be masonry, architecturally treated on both sides and approved through project review, and walls around outdoor storage areas must be opaque and similarly design-reviewed. 020(4), not through barbed wire or electrification.
Violations & Fines
Installing barbed wire, razor ribbon or electrified fencing without an approved planning commission exception is a zoning violation enforced under Chapter 1.24 of the municipal code, and the city can require the prohibited material to be removed from the fence. Electrified fencing has no exception process at all under Section 17.14.030(A) and is prohibited outright regardless of property type.
