020 sets a 3-foot maximum in the front yard for both residential and commercial/industrial properties, and a 6-foot maximum in the rear yard, side yard and corner side yard for both. No fence, wall, hedge or screen planting may exceed three feet in the required front yard setback, and such fences must sit outside the public right-of-way unless an encroachment permit is issued by the city engineer. In residential districts, adjacent property owners who agree can raise a shared side or rear fence to eight feet, but the top two feet must be open lattice or other non-opaque material matching the rest of the fence; a residential fence bordering a licensed day care may go to eight feet solid, with planning and community development director and building official approval.

Where a residential lot's side or rear yard abuts a commercial, industrial or multi-family property, a six-foot masonry wall is required and may extend to eight feet. Fences and walls over six feet tall need building department approval, and any masonry wall needs a building permit regardless of height. Fence height is measured from the grade at the property line, or from the higher side's grade where elevations differ across the fence line.
