Oregon's paid sick leave law, ORS 653.601 to 653.661, requires employers with 10 or more employees (6 in Portland) to provide one hour of paid sick leave per 30 hours worked, up to 40 hours annually. Paid Leave Oregon, codified in ORS Chapter 657B and operational since September 2023, offers up to 12 weeks of paid family, medical, or safe leave funded through joint employer-employee contributions. ORS 653.661 preempts most local sick-leave ordinances except certain pre-existing programs. The Bureau of Labor and Industries and the Employment Department share enforcement.
