The city's Short-Term Rental Vacation Home Owner Information sheet sets the occupancy formula: overnight occupancy is capped at two guests per bedroom plus two additional persons, and daytime occupancy may add up to six additional guests over the overnight count. A short-term rental is defined as a portion of a home, or an entire home, rented for lodging for periods up to 30 consecutive nights; a stay of 30 or more consecutive nights converts the arrangement to a residential tenancy under ORS 90.100 and removes the unit from the STR program. Hosts must register before listing and renew annually, and the registration certificate must be posted on the interior of a window facing the street next to the front door. The city offers two registration types: Hosted Homeshare ($175 annually, owner-occupied) and Vacation Home Rental ($375 annually, non-owner-occupied). Each bedroom must meet the bedroom standard in the Article 9.56 self-inspection checklist, including a minimum of 70 square feet, a 7-foot minimum horizontal wall distance, an exit door plus an exit window with at least a 5.7 square foot net clear opening, an installed (non-portable) heat source, and a lockable door. STRs may not host events such as weddings, parties, reunions, or company retreats. Off-street parking must be provided at one code-compliant space for every two bedrooms (rounded up). Quiet hours of 10 p.m. to 7 a.m. apply, and the city notifies neighbors within 100 feet of the registration. Operators also remit Gresham's transient lodging tax to the city alongside the 1.5% Oregon state lodging tax under ORS 320.300 to 320.365.
