The Board of County Commissioners adopted Resolution R-451-21 directing implementation of the Climate Action Strategy and the joint Sea Level Rise Strategy with Miami and Miami Beach (Resilient305). County departments must consider future flood elevations, projected sea level rise, and heat exposure when planning infrastructure, buildings, drainage, and roadways. The Office of Resilience coordinates implementation, tracks greenhouse gas reductions, and reports annually. The strategy targets 50 percent emission cuts by 2035 and net zero by 2050, with adaptation investments in stormwater, septic-to-sewer conversions, and shoreline projects.
Non-compliance is administrative; capital projects ignoring resilience criteria may be denied funding approval or require redesign before construction.
