The strategy targets 50 percent emission cuts by 2035 and net zero by 2050, with adaptation investments in stormwater, septic-to-sewer conversions, and shoreline projects.
Non-compliance is administrative; capital projects ignoring resilience criteria may be denied funding approval or require redesign before construction.
