Section 74-222 sets the baseline: in residential districts, no fence or wall may exceed six feet in height, full stop. Section 74-218 defines how that six feet is measured, from the average finished-grade elevation along both sides of the fence line, taken at five-foot intervals, so a property cannot be artificially graded to gain extra fence height. That baseline yields to two other rules read together with it. 5 feet inside the safe sight-distance triangle at street intersections, with the triangle's depth and width set by a table tied to the street's functional classification, from zero feet of visibility on a local street up to 260 feet along an arterial roadway.

5-foot cap applies within ten feet of any driveway leading to a public right-of-way. Second, Section 74-219 allows a fence, wall or hedge on a residential lot that abuts a different zoning district to be built to whichever height that abutting district permits, on the shared property line. Special uses get their own carve-outs: Section 74-220 allows tennis court fencing up to 14 feet, and Section 74-223 lets general use district properties reach eight feet away from front and side street setbacks. Any deviation from the sight-triangle table requires a written interpretation or waiver from the director of the public works department.
