Section 74-781 sets the standards a home occupation or home-based business must meet to operate out of a residential dwelling, and item (10) of that list adds a parking rule that reaches beyond just business vehicles: 'Commercial vehicle, trailer or heavy equipment storage or parking is prohibited in all residential zoned districts,' with the only carve-out being storage inside a fully closed garage. Section 52-5 defines 'Vehicle, commercial' broadly as any vehicle designed, used or maintained to transport people, goods or things in trade, service or commerce, and specifically classifies buses, vans and other vehicles seating more than nine people as commercial regardless of ownership.

A home occupation that fails to meet any § 74-781 standard, including the parking rule, is barred from getting a business tax receipt under § 74-782, and an existing license can be inspected and cited under § 74-784 if a code compliance officer has reasonable grounds to believe a violation exists. on weekdays, enforced by code compliance with civil fines starting at $100 for a first offense and rising to $1,000 for a fourth violation within 12 months. permit, and couriers stopped five minutes or less are exempt from that right-of-way rule.
