Doral enforces Florida's Residential Swimming Pool Safety Act (Chapter 515) requiring all residential pools to have a barrier at least 48 inches tall. Gates must be self-closing and self-latching with the latch mechanism on the pool side. Barriers must be installed and inspected before the pool receives final approval. Miami-Dade County's HVHZ standards apply to barrier construction materials.
Under Florida Statute Chapter 515 (Residential Swimming Pool Safety Act) and the Florida Building Code Section R4501.17.1, all residential swimming pools in Doral must be enclosed by a barrier at least 48 inches (4 feet) tall measured from the outside ground level. The barrier must not have openings, gaps, protrusions, or footholds that would allow a child to crawl under, squeeze through, or climb over. Gates providing access to the pool area must open outward (away from the pool), be self-closing, and have a self-latching mechanism with the release located on the pool side positioned so a young child cannot reach it over the top or through any gap. Acceptable barriers include fencing, walls, screen enclosures, and building walls with compliant door alarms. All barrier materials must meet HVHZ requirements in Doral with valid Miami-Dade product approval. The barrier must be installed and pass inspection before the Building Department will issue final approval for the pool. Existing pools that undergo renovation may trigger barrier upgrade requirements.
Non-compliant pool barriers are serious safety violations. Building Department at (305) 593-6700 enforces barrier requirements. Failure to maintain compliant barriers may result in fines, pool condemnation, and liability exposure. Report unsafe pools to Code Compliance at (305) 593-6680.
