Louisville Metro Sewer District (MSD) is the designated stormwater authority for Jefferson County and enforces erosion prevention and sediment control under LMCO Chapter 159 (Stormwater Management) and MSD's Design Manual Chapter 23. Any land disturbance of 1 acre or more (or smaller sites part of a larger common plan) requires KPDES permit coverage under Kentucky's construction general permit KYR10 administered by the Kentucky Energy and Environment Cabinet. Smaller sites (under 1 acre) still require EPSC best management practices per LMCO 159.05. Required BMPs include silt fence, construction entrances, inlet protection, erosion control blankets, and sediment basins for sites over 5 acres. Sediment discharge to waters of the Commonwealth: Kentucky KPDES penalties up to $25,000 per day under KRS 224.99-010. Failure to stabilize within 14 days: daily fines until corrected; repeat violators face stop-work orders.
