Ocean County is one of the most flood-prone counties in New Jersey, with extensive FEMA-mapped Special Flood Hazard Areas along the Atlantic coast, Barnegat Bay, Toms River, and inland waterways. Each of Ocean County's 33 municipalities participates in the NFIP individually (NJ has no unincorporated areas). The NJ Flood Hazard Area Control Act (N.J.A.C. 7:13) imposes stricter standards than federal minimums, requiring lowest floors at least 1 foot above base flood elevation. The NJDEP REAL rules (adopted January 2026) further strengthen flood resilience requirements for new construction.
Ocean County suffered catastrophic damage from Hurricane Sandy (2012), with over $2 billion in insured losses across the county. Barrier island communities (Seaside Heights, Seaside Park, Lavallette, Ortley Beach) were devastated. Post-Sandy, FEMA updated Flood Insurance Rate Maps (FIRMs) for Ocean County. The NJ Flood Hazard Area Control Act (FHACA) requires DEP permits for development in flood hazard areas, and NJ standards are more restrictive than NFIP minimums. The NJDEP compares effective FIRMs, preliminary FEMA mapping, and Department delineations to apply the most restrictive mapping. Several Ocean County communities participate in the CRS program for flood insurance premium discounts. The Pinelands Commission imposes additional wetland and floodplain protections in western Ocean County. CAFRA (Coastal Area Facility Review Act) governs development in the coastal zone covering all barrier island communities and bayfront areas.
