Joliet's grading and drainage requirements are part of the Consolidated Stormwater Management, Soil Erosion, Sediment Control, and Floodplain Management Regulations (Chapter 8, Article X). A grading permit is required for all land-disturbing activities that alter natural drainage patterns. Grading plans must clearly show existing and proposed contours, drainage patterns, detention basin designs, and erosion and sediment control measures. The peak 2-year discharge cannot exceed 0.04 cfs per acre and peak 100-year discharge cannot exceed 0.15 cfs per acre. Wetland and dry basins must be designed so dry portions have standing water no longer than 72 hours for events below the 100-year storm. The city prohibits grading or filling that diverts stormwater onto neighboring properties in a manner that causes damage or flooding. Property owners are responsible for maintaining proper drainage on their lots. The Community Development Department reviews all grading plans for compliance during the permit process.
Unauthorized grading or alterations to drainage patterns may result in stop-work orders, required restoration of original grades, fines, and remediation at the property owner's expense.
