Orland Park, IL Environmental Rules: Grading & Drainage (2026)

Orland Park's general property maintenance and stormwater rules require that property owners maintain drainage so that runoff does not concentrate onto neighboring properties or wash sediment into Village storm sewers. New construction and substantial regrading require a building permit and grading review. Lot grading must direct surface water away from the dwelling foundation and toward approved discharge points such as the rear-yard swale, side-lot drainage easement, or street gutter. Sump pump discharge piping must terminate on the property and direct water to approved discharge points; discharging sump pumps directly onto sidewalks where it creates ice hazards is a frequent complaint. Discharging sump pumps to the sanitary sewer is prohibited under MWRD rules and Village ordinance, as it overloads the wastewater system during storms. New downspouts must discharge to the lot at least 5 feet from the foundation, ideally to a splash block or to a discharge point that does not affect neighbors. Disputes between neighbors over drainage are common and may require both Village code enforcement intervention and civil resolution.
