The Village of Arlington Heights requires a grading and drainage plan for new construction, additions, and site improvements that alter existing drainage patterns. The plan must show existing and proposed grades, drainage flow directions, and stormwater management measures. All grading must provide positive drainage away from building foundations with a minimum slope of 2% for at least 10 feet from the foundation. Water must not be redirected onto neighboring properties. A grading permit is required for fill or excavation activities that change the grade or drainage patterns on residential property. The Village Engineering Division reviews grading plans to ensure compliance with the stormwater management ordinance and Cook County Watershed Management Ordinance. Retaining walls over 4 feet in height require engineering design and a building permit. Grading in or near FEMA flood zones is subject to additional restrictions including compensatory storage requirements. Downspout and sump pump discharge must be directed to appropriate on-site locations and not cause nuisance conditions. The Village may require as-built grading surveys after construction to verify compliance with approved plans. Improper grading that causes chronic drainage problems may result in enforcement action even years after construction.
Grading without a permit or in violation of approved plans may result in a stop-work order and fines.
