The Village of Arlington Heights requires erosion and sediment control measures to prevent soil from leaving construction sites and entering the storm sewer system, waterways, and neighboring properties. Projects disturbing more than 5,000 square feet of earth must submit a soil erosion and sediment control plan with the building permit application. The plan must identify all proposed erosion control measures including silt fencing along the downslope perimeter of disturbed areas, stabilized construction entrances to prevent soil tracking onto streets, inlet protection for nearby storm sewer catch basins, and temporary seeding or mulching of exposed soils that will remain unworked for more than 14 days. Larger projects disturbing one acre or more must also obtain a National Pollutant Discharge Elimination System (NPDES) permit from the Illinois Environmental Protection Agency. Erosion control measures must be installed before construction begins and maintained throughout the project until permanent stabilization is achieved. The Village inspects erosion control installations during routine construction inspections. After construction, permanent stabilization through seeding, sodding, or other ground cover must be completed within 14 days of final grading. The Village may require a performance bond to ensure erosion control compliance on larger projects.
Failure to install or maintain erosion control measures may result in a stop-work order until corrections are made. Fines may apply for sediment discharge into streets, storm sewers, or waterways.
