New development and substantial redevelopment must meet detention, water quality, and runoff volume standards. Orland Park is within the MWRD service area and follows the Cook County Watershed Management Ordinance (WMO). The WMO regulates stormwater detention, volume control, water quality, soil erosion and sediment control, floodplain management, and wetland protection. Development that disturbs more than 0.5 acres triggers WMO permit review through the Village in coordination with MWRD. Detention is required to release stormwater at pre-development rates, typically 0.04 cfs per acre for the 2-year storm and 0.15 cfs per acre for the 100-year storm. Volume control requires capture and infiltration of the first one inch of runoff from impervious surfaces. Smaller residential projects such as patio additions, driveway expansions, and small additions must still manage runoff on-site without diverting concentrated flow onto neighboring properties, which is also addressed under property maintenance and drainage rules. The Orland Park Public Works Department administers Village stormwater infrastructure and responds to drainage complaints. The Village participates in FEMA's National Flood Insurance Program and has adopted floodplain regulations consistent with FEMA standards.
Discharging concentrated stormwater onto neighboring property is a Village code violation with fines from $75 per day. Failure to obtain a WMO permit for development triggering review can result in stop-work orders and fines. Illicit discharges to the storm sewer (anything other than uncontaminated stormwater) are prohibited under the federal NPDES program and Village ordinance with significant penalties.
