The MWRD Watershed Management Ordinance includes comprehensive soil erosion and sediment control provisions applicable to all development in Cook County. Construction projects that disturb soil must implement erosion control measures including silt fences, erosion blankets, and sediment basins. Projects disturbing one or more acres require an IEPA National Pollutant Discharge Elimination System (NPDES) stormwater construction permit. Cook County Building and Zoning requires erosion control plans as part of the building permit process for unincorporated areas. Best management practices (BMPs) must be maintained throughout construction. Post-construction stormwater quality measures may also be required per the Watershed Management Ordinance.
