The Metropolitan Water Reclamation District (MWRD) Watershed Management Ordinance, authorized under 70 ILCS 2605, establishes uniform, minimum, and comprehensive countywide stormwater management regulations. The ordinance covers drainage and detention, floodplain management, wetlands, soil erosion and sediment control, water quality, and riparian area management. The design storm for stormwater conveyance is the 100-year (1% annual chance) event. Retention/detention requirements mandate volume control storage for the first inch of runoff from impervious surfaces. New development and redevelopment projects must submit stormwater management plans. Cook County Building and Zoning reviews plans for compliance as part of the building permit process in unincorporated areas.
