Section 13-2 of the Richardson Code makes it unlawful to construct any embankment, dump, building, or other obstruction that causes diversion of surface water or impounding of water in streets, alleys, or thoroughfares. All development must maintain proper grading to direct stormwater away from structures and toward approved drainage facilities. Retaining walls over 4 feet in height (measured from bottom of footing to top of wall) or those supporting a surcharge must be designed by a licensed professional engineer. The Subdivision Regulations (Chapter 21) contain additional grading and drainage requirements for new developments.
