Under Sec. 13-75(9), construction noise near residential areas is unrestricted 7 AM to 6 PM weekdays. Before 7 AM, after 6 PM, and on weekends, construction must not exceed permissible octave band decibel limits. A permit from the city manager's office is required for after-hours work.
Section 13-75(9) of the Richardson Code declares construction activities involving erection, excavation, demolition, alteration, or repair of any building within a residential district or within 300 feet of any occupied residential structure to be loud and disturbing noise when conducted prior to 7:00 AM or after 6:00 PM on weekdays, or at any time on Saturday or Sunday, if the noise exceeds permissible octave band decibel limits prescribed in the Comprehensive Zoning Ordinance. An exception exists for urgent necessity or in the interest of public safety, for which a permit must be obtained from the city manager's office.
Construction noise violations outside permitted hours may result in municipal citations with fines up to $2,000 per violation. The city may issue stop-work orders for repeated violations.
