Chapter 22.5 of the Richardson Code establishes tree protection and preservation standards. Protected trees are defined as any tree of at least 6 caliper inches up to 24 caliper inches, excluding species on the city's unprotected list (invasive species). Specimen trees are at least 24 caliper inches, also excluding unprotected species. The ordinance requires replacement of 1 caliper inch per caliper inch removed for protected trees and 2 caliper inches per caliper inch removed for specimen trees. Tree removal permits are processed by the Development Services Department in consultation with the Parks and Recreation Department. Approved removals include damaged, diseased, or dangerous trees. The Tree Board advises the City Council on tree-related matters. The ordinance applies to construction projects on all property not zoned single-family residential. Single-family residential properties have more flexibility.
Unauthorized tree removal carries a penalty of $2,000 per tree per day of violation. Replacement mitigation is required.
