Charlotte-Mecklenburg Storm Water Services operates under a joint Phase I MS4 NPDES permit. The Post-Construction Controls Ordinance (PCCO) applies to all new development and redevelopment disturbing 1 acre or more, or creating over 24 percent impervious surface. Required BMPs include bioretention, wet ponds, permeable pavement, or stormwater wetlands sized for 1-inch rainfall water quality treatment. SWIM (Surface Water Improvement and Management) stream buffers require 35 ft undisturbed plus 25 ft managed use (total 100 ft) on perennial streams draining over 50 acres. Separate Mountain Island Lake and Lake Norman watershed overlays add additional controls. Illicit discharge into storm drains prohibited per NCGS 143-215.1.
