Philadelphia Water Department (PWD) Stormwater Regulations require Green Stormwater Infrastructure (GSI) for any project disturbing 15,000+ sq ft or creating 15,000+ sq ft impervious.
Philadelphia is a national leader in Green Stormwater Infrastructure under the Green City Clean Waters 25-year plan. PWD Stormwater Regulations (2015) require projects to manage first 1.5 inches of runoff on-site via infiltration, using green roofs, rain gardens, bioswales, or porous pavement. Stormwater fees appear on water bills (based on Gross Area and Impervious Area charges). Credits available for GSI installation.
Project approval denied without stormwater plan. PWD violations 500-10,000+ dollars. NPDES MS4 federal violations possible.
