Milwaukee's Sustainable Purchasing Policy directs city departments to prefer Energy Star, EPEAT, recycled-content, and low-emission products, and to weigh life-cycle costs alongside lowest bid for procurement decisions.
Adopted under Common Council File 130011 and refreshed through the Climate and Equity Plan, the policy applies to all city departments and covers paper, vehicles, cleaning chemicals, electronics, and construction materials. Departments must document compliance in annual reports submitted to the Department of Administration. Vehicle replacements default to electric or hybrid where operationally feasible. Construction projects above defined thresholds must consider Envision or LEED elements. The policy does not bind private contractors except when bidding on city work. Compliance is overseen by Procurement Services within DOA.
Departments out of compliance face budget review and corrective directives from the Department of Administration; private vendors who misrepresent green claims may be debarred from future city contracts.
