Allen County requires a permit, a site plan, and compliance with height, setback, and corner-visibility standards. Residential fences may not be designed to injure people or animals, and pools must be fenced or covered for safety.
The Allen County Zoning Ordinance sets the requirements for fences in the unincorporated county. Fences up to 8 feet are allowed in permitted areas; front yards allow only a 3-foot ornamental fence. In residential districts, a fence may not be designed to cause pain or injury (no spikes, broken glass, barbed wire, razor wire, nails, or electric charge). Swimming pools must be enclosed by a wall or fence at least 4 feet high with self-closing, self-latching gates, or a compliant power safety cover, per 675 IAC 14-4.3-296(3). A permit and a site plan showing setbacks are required. Agricultural and temporary construction fences are exempt from permits.
Non-compliant fences (dangerous design, missing permit, blocking sight lines) are zoning violations; DPS may order correction or removal.
