Spring Hill is an unincorporated CDP in Hernando County and is governed by Hernando County Code of Ordinances Chapter 10, Article III (Fence Code). Section 10-55 caps fences and walls in front yards within any residential district at 4 feet, and in side and rear yards at 8 feet. Fences in rear yards adjacent to waterfront areas, golf courses, common areas, or similar open spaces are limited to 4 feet AND must be at least 25% open (chain link, split-rail, picket, or similar). Hernando County Code Section 10-55 (Standards) sets fence heights for Spring Hill and the rest of unincorporated Hernando County: (a) the height of any fence or wall in front yards within any residential district area shall not exceed 4 feet; (b) the height of any fence or wall in side and rear yards within any residential district area shall not exceed 8 feet; (c) fences in the rear yard adjacent to waterfront areas, golf courses, common areas, or similar open space areas shall have a maximum height of 4 feet AND shall be chain link, split-rail, picket, or of similar construction such that at least 25% of the fence area is open and unobstructed when viewed at a right angle to the fence line; (d) front-yard fences shall likewise be chain link, split-rail, picket, or similar with at least 25% openness; (e) on corner lots, the secondary yard must maintain a 9-foot setback for fences over 4 feet in height and exceeding 75% opacity (i.e., solid privacy fence); (f) no fence or wall over 2 feet in height that blocks any driver's view shall be permitted within the clear-sight triangle of a driveway or street intersection. Spring Hill is a large platted suburb where typical lots are quarter-acre, so the 4-foot front-yard cap and the 9-foot corner-lot setback are the most commonly applied rules. The 8th Edition (2023) Florida Building Code Section 1609 (Wind Loads) applies; Hernando County sits in the ~140 mph ultimate wind speed (Vult) zone per ASCE 7-22 (HVHZ does not apply - that is Miami-Dade and Broward only).
Fences exceeding 4 feet in a residential front yard, exceeding 8 feet in a residential side or rear yard, exceeding 4 feet adjacent to a waterfront/golf course/common area, or violating the 9-foot corner-lot setback are violations of Section 10-55. A solid fence over 2 feet inside the clear-sight triangle of a driveway or street intersection is also a violation. Hernando County Code Enforcement (789 Providence Blvd., Brooksville, FL 34601, 352-754-4056) may issue a notice of violation and require the fence to be lowered, relocated, or removed.
