Building a structural retaining wall over 4 feet (footing-to-top) without a Hernando County building permit, or building any height of wall supporting a surcharge without engineered drawings, violates the 8th Edition (2023) FBC and Section 10-54. A decorative wall over 4 ft in the front yard or 8 ft in the side/rear yard violates Section 10-55 regardless of structural review.
