Hernando County Code Section 10-56 (Prohibitions) prohibits electric fences, barbed wire fences, and razor wire fences in unincorporated Hernando County (including Spring Hill). It also prohibits fences and walls containing hazardous materials, broken glass, spikes, nails, barbs, or any materials that can inflict pain or injury to any person or animal. The 2024 fence-permit amendment (Ord. 2024-07) did not change these prohibitions - they apply to every fence in Spring Hill regardless of whether a permit was required. Front-yard fences must also be at least 25% open per Section 10-55, which functionally excludes solid wood and solid masonry from the residential front yard.

Section 10-55 additionally requires front-yard fences (and rear-yard fences adjacent to waterfront, golf course, or common-area open space) to be at least 25% open - chain link, split-rail, picket, or similar - which functionally bars solid wood, solid vinyl, or solid masonry walls from the front yard of a residential lot. Spring Hill HOA covenants in subdivisions like Wellington at Seven Hills, Timber Pines, Glen Lakes, and Pristine Place often impose ADDITIONAL prohibitions (e.g., no chain link visible from the street, no unpainted treated lumber, no vinyl in certain colors). HOA approval is separate from and may be stricter than the County code.
Installing barbed wire, razor wire, or an electrified fence in Spring Hill violates Section 10-56 and may be cited regardless of fence height or whether a permit was pulled. Attaching broken glass, steel spikes, or sharp nails to the top of a fence or wall is prohibited. A solid front-yard fence (no openness) violates Section 10-55 even though materials may be otherwise acceptable. Code Enforcement (789 Providence Blvd., 352-754-4056) may issue citations and require removal. HOA covenant violations are enforced privately by the HOA.
